Chapter 1. General provisions

Article 1. Subject of regulation of this Federal Law

1. This Federal Law determines procedure of forwarding activities - procedure for rendering services in the organization of transportation of goods by any kinds of transport and to execution of carriage documents, documents for the customs purposes and other documents necessary for implementation of transportation of goods (further - expeditionary services).

The terms of the contract of transport expedition which are not provided by this Federal Law, other Federal Laws or other regulatory legal acts of the Russian Federation adopted according to the Civil code of the Russian Federation are determined by agreement parties of transport expedition (the freight forwarder and the client).

2. Provisions of this Federal Law do not extend to the forwarding activities performed in the field of mail service.

Article 1.1. State policy and normative legal regulation in the field of forwarding activities

Development of state policy and normative legal regulation in the field of forwarding activities are performed by the federal executive body authorized by the Government of the Russian Federation.

Article 2. Rules of forwarding activities

1. Rules of forwarding activities affirm the Government of the Russian Federation.

2. Are determined by rules of forwarding activities:

the list of forwarding documents (the documents confirming the conclusion of the freight forwarding agreement);

quality requirements of expeditionary services;

procedure for rendering expeditionary services.
