Sanitary and epidemiologic rules of the joint venture 2.5.1250-03 "Health regulations on the organization of freight transportation on rail transport"

Date of Introduction: 01.06.2003.

I. Scope

1.1. These Health regulations extend to complex of the stationary objects and railway vehicles of rail transport constituting system of ensuring freight transportation and determine sanitary and hygienic requirements to designing, the layout, the equipment and work of freight stations and warehouses of rail transport, marshaling yards, the flushing and steaming companies, the disinfection and flushing companies, and also to conditions of transportation of different types of loads.

1.2. These Health regulations "About sanitary and epidemiologic wellbeingpopulations"N52-FZ are developed based on the Federal Laws of March 30, 1999 (The Russian Federation Code, 1999, N 14, the Art. 1650), the "Provision on the state sanitary and epidemiologic regulation" approved by the order of the Government of the Russian Federation of July 24, 2000 N554 (The Russian Federation Code, 2000, N 31, the Art. 3295), Regulations on procedure of the state sanitary and epidemiological surveillance on objects of TsUVS-782 rail transport of the September 14, 2000 registered by the Ministry of Justice of the Russian Federation on November 10, 2000, registration N2447.

1.3. These Health regulations are obligatory for all legal entities and physical persons performing transportation of goods.

1.4. Control of observance of these Health regulations is exercised by bodies of Gossanepidnadzor on rail transport.

II. General provisions

2.1. General requirements to designing of the companies of rail transport participating in transportation of goods

2.1.1. When designing freight stations and warehouses of rail transport, marshaling yards, the flushing and steaming and disinfection and flushing companies (further - "companies") requirements of construction rules and regulations for industrial enterprises, factory buildings, public buildings and constructions, natural and artificial lighting, heating and ventilation, water supply and the sewerage, and also health regulations and regulations on sanitary protection zones, microclimate of production rooms, drinking water, atmospheric air, noise and vibration, state standard by air of the working area shall be observed.

2.1.2. Specifications on designing, construction and reconstruction of the companies join the technical solutions ensuring safety and harmlessness of works, and also the corresponding sanitary and hygienic providing and consumer services of working.

2.1.3. Conditions of water use, descent of sewage, emission in air of pollutants, waste recycling are approved in accordance with the established procedure.

2.1.4. Works on construction and reconstruction of the companies perform with observance of standards of system of ensuring work, sanitary standards, rules and other existing normative and methodical documents that shall find reflection in the corresponding project documentation.

2.1.5. After the termination of construction and reconstruction these objects accept in operation with the permission of the centers of Gossanepidnadzor on rail transport.

2.2. General requirements to water supply systems, the sewerage, ventilation and heating

2.2.1. All companies are provided with centralized cold and hot water supply.

2.2.2. The companies are provided with the water meeting the requirements of the health regulations and regulations shown to drinking water in enough for drink, cooking, maintenance of personal hygiene and purity of rooms.

2.2.3. Storage of drinking water is performed in the reservoirs made of the materials having the sanitary and epidemiologic conclusion issued in accordance with the established procedure.

2.2.4. The companies equip with centralized system of collection and removal of drains. The mechanism of sewage treatment from the companies and the place of dumping is approved with bodies of Gossanepidnadzor.

2.2.5. Administration, production and sanitary and household rooms equip with systems of ventilation and heating.

2.3. Hygienic requirements to the workers providing freight transportation

Requirements to passing of medical examinations and admission to work

2.3.1. At the companies allow persons to work not more young than 18 years which had medical examination, preliminary in case of revenues to work.

2.3.2. Application of work of women at the companies is limited on hard work and works with harmful and dangerous working conditions, except for nonphysical works or works on sanitary and consumer services.

Application of work of women at the works connected with lifting and moving manually weights, exceeding regulations, maximum permissible for them, is forbidden.

Lists of productions, works, professions and positions with harmful and (or) dangerous working conditions on which application of work of women is limited and maximum permissible regulations of loadings for women in case of lifting and moving weights manually affirms according to the procedure, established by the Government of the Russian Federation.

2.3.3. Employees of the companies have periodic medical examinations. Data on medical examinations store in personal records of employees of the company.

2.3.5. 2.3.6. The personal responsibility for the timely direction on medical examination of workers is born by the director.

The worker occupied with unloading of chemical loads (loaders, drivers of cargo handling gears, gagers) having contact with chemical loads as belonging on nature of the performed work to the category of professions with harmful working conditions, privileges according to the labor law are provided.

2.3.8. In case of contact in the course of work with raw materials of animal origin, and also with materials, suspicious on infection with zoonotic with infections, to employees of the companies upon the demand of bodies of Gossanepidnadzor on rail transport carry out the corresponding infectious diseases inoculations.

2.3.9. The workers who are constantly engaged in loading, unloading and storage of packagings with radioactive materials have medical examinations at least once a year, and in complex cases (in case of detection of radioactive pollution of container, clothes or the room) - according to the instruction of meter men.

2.3.10. Hygienic instructing of personnel is carried out along with instructing in labor protection and safe engineering. Responsibility for briefing is born by administration of the company.

2.3.11. During the work with dangerous goods:

All workers adjoining to chemicals shall know properties of the transported dangerous chemical goods and precautionary measure which need to be observed during the work with them. requirements of production sanitation.

2.3.13. 2.4. General requirements to individual protection equipment

2.4.1. The Individual Protection Equipment (IPE) shall provide safe working conditions, high degree of protection and convenience in case of their operation, to be adequate to nature of the performed works and to meet standard industry standards of free issue of special clothes, special footwear and other individual protection equipment to employees of the organizations of federal rail transport.

2.4.2. SIZ shall not make dangerous and harmful impacts in case of their application in production processes.

2.4.3. Each individual protection equipment shall be certified and have specifications, the instruction with indication of its appointment, service life, and also service regulations and storage.

2.4.4. Application of not certified SIZ is forbidden.

2.4.5. SIZ used for transportation, overload storages and processings of cars from under loads include: special clothes, including underwear; special footwear; remedies of hands; head remedies; remedies of person; eye protections; remedies of organs of hearing, protective dermatological means; the individual protection equipment of respiratory organs (IPERO) depending on nature of works.

2.4.6. In case of receipt of overalls, special footwear and other individual protection equipment of workers instruct about procedure for use of these means and acquaint with requirements for care of them.

2.4.8. All individual protection equipment is subjected to periodic control surveys and tests according to the procedure and in the terms established by the specifications and technical documentation on these means.

2.4.9. Washing, dry-cleaner, repair, neutralization, disinfecting, dedusting and other types of sanitary processing of overalls, special footwear and other individual protection equipment is made on a centralized basis at the scheduled time according to the procedure, established by administration of the company and bodies of the state sanitary and epidemiological surveillance at the expense of means of production.

2.4.10. For protection against blood-sicking insects and the prevention of spread of natural and focal diseases during the works in the open air during the warm period of year of workers provide with the repellents having the certificates on state registration granted in accordance with the established procedure.

2.4.11. Dermatological remedies of open sites of skin apply in the form of ointments and pastes according to the recommendation of bodies of Gossanepidnadzor and treatment and prevention facilities according to instructions for use.

2.4.12. Shall provide to SIZOD effective protection working from harmful effects of different pollutants (vapors, gases, aerosols, dust and their mixes), and also in case of lack of oxygen of air of the working area.

2.5. Requirements to the organization of production control over working conditions

2.5.1. Responsibility for the organization and carrying out production control over observance of health regulations and accomplishment of the sanitary and hygienic requirements to working conditions working, the organizations of workplaces and production process, to factors of the production circle, sanitary condition of production rooms bears management of the companies.

2.5.2. At each company develop the Program of production supervision in which include:

the list of controlled indicators of the production circle and their hygienic standard rates, including indicators of chemical air pollution of the working area, microclimate parameters (temperature, humidity, speed move air eniye), parameters of noise, vibration, illumination;

techniques of determination of controlled indicators;

detailed plan of control stationary sampling points of air and carrying out tool measurements;

2.6. Requirements to administration of the companies

2.6.1. Heads of the companies shall provide:

holding actions for labor protection, implementation of the means of mechanization and automation facilitating working conditions;

control of adherence to deadlines of periodic surveys and serviceable condition of constructions, equipment and equipment;

safety of accomplishment of developed engineering procedures;

instructing, training of all employees of the companies for labor protection, production sanitation and examination according to the operating instructive instructions;

adherence to deadlines of medical examination of workers, employment according to the labor law and orders of the Ministry of Health of the Russian Federation;

observance of established procedure of investigation and accounting of labor accidents and professional poisonings;

workers operational remedies (overalls, underwear, special footwear, individual protection equipment);

timely neutralization, disinfecting, washing, cleaning, repair and drying of SIZ according to existing rules;

production sites of works as visual aids on labor protection, production sanitation, first-aid kits, and workers - instructions and instruction sheets for labor protection;

acquaintance of the loads working with toxic properties, training in first aid rules in case of poisoning and other accidents.

2.6.2. Heads of the companies bear responsibility according to the current legislation for violation of requirements of health regulations.

III. Sanitary and hygienic requirements and standard rates for freight stations

On rail transport treat handling works: cargo loading on railway rolling stock and road transport, unloading from it, overload from one mode of transport or railway vehicles on another, sorting, turn and cargo transfer in the covered and ground storages.

3.1. Requirements to the territory, production rooms and workplaces of freight stations and warehouses of rail transport

3.1.1. Freight stations and warehouses of rail transport belong to places of general and uncommon use.
