The state mining inspection of Russia decides:

1. Approve "Safety rules in case of operation of gas stations of the liquefied gas".

2 Direct according to the Rules of preparation of regulations of federal executive bodies and their state registration approved by the order of the Government of the Russian Federation 13.08.1997 of N 1009, "Safety Rules in case of Operation of Gas Stations of the Liquefied Gas" for state registration in the Ministry of Justice of the Russian Federation.

Safety rules in case of operation of gas stations of the liquefied gas

1. General provisions

1.1. These rules establish requirements of industrial safety for the stationary automobile gas-filling stations supplying motor transport with the liquefied hydrocarbon gases (LHG) with the excessive pressure of no more 1,6 of MPa used as automobile fuel.

1.2. Automobile gas-filling stations (AGZS) treat hazardous production facilities and the activities for their designing, construction, expansion, reconstruction, modernization, preservation and liquidation, and also production, installation, adjustment, servicing and repair applied by AGZS of technical devices N116-FZ * is regulated by the Federal Law "About Industrial Safety of Hazardous Production Facilities" of 21.07.97 (1) and "The general rules of industrial safety for the organizations performing activities in the field of industrial safety", approved by the resolution of Gosgortekhnadzor of Russia of 18.10.2002 of N61-A, registered by the Ministry of Justice of the Russian Federation 28.11.2002 of Reg. 1.3. Operation of automobile gas-filling stations (AGZS) is performed by the organizations having the personnel trained and certified in accordance with the established procedure, necessary material and technical resources, and also the license of Gosgortekhnadzor of Russia for operation of explosive object.

1.4. On each AGZS job and production descriptions are developed, and also the passport of AGZS containing data according to appendix 1 is constituted.

1.5. The organization operating AGZS provides:

operation of gas supply systems of SUG, the equipment relating to work of AGZS and also acceptance of SUG from automobile tanks, storage of SUG in reservoirs, SUG gas station in cylinders of vehicles, according to requirements of these rules, other regulatory legal acts and normative and technical documents;

accomplishment of emergency recovery operations;

participation in investigation of accidents and accidents, for the purpose of development of actions for their prevention;

the analysis of origins of incidents on hazardous production facility (AGZS) and taking measures to their elimination and prevention of similar incidents.

1.6. Processing equipment, gas pipelines, fittings, electric equipment, ventilating systems, measuring instruments, blocking and the alarm system of explosion-fire-hazardous productions of AGZS shall be inspected every shift for the purpose of detection of defects, their timely elimination with mark in the magazine of acceptance delivery of changes (appendix 2).

1.7. The leakages of gas found in case of operation shall be eliminated.

1.8. Defective aggregates, reservoirs and gas pipelines shall be switched-off.

1.9. On each AGZS the provision on the organization and carrying out production supervision is developed, affirms and approved with territorial authority of Gosgortekhnadzor of Russia.

1.10. Heads, specialists and production personnel of AGZS bear the personal liability for the abuses of regulations allowed by them and regulations according to the current legislation.

1.11. Investigation of accidents and accidents on AGZS shall be conducted according to the operating regulatory legal acts.

1.12. 1.13. 2. Technical supervision of AGZS construction

2.1. 2.2. The approved and coordinated project documentation prior to the beginning of construction, reconstruction, modernization of AGZS and experimental testimony of industrial safety is submitted in territorial authority of Gosgortekhnadzor of Russia.

2.3. In the course of construction, expansions, reconstruction, modernization, preservation and liquidation of AGZS of the organization which developed the project documentation in accordance with the established procedure exercise designer's service.

3. Acceptance for operation and commissioning

3.1. After the termination of construction, reconstruction, modernization, and also separate constructions after capital repairs, acceptance for operation of gas pipelines and the equipment of AGZS according to established procedure and requirements of these rules with participation of the representative of territorial authority of Gosgortekhnadzor of Russia shall be made.

3.2. The customer of AGZS informs territorial authority of Gosgortekhnadzor of Russia not later than five days on date and place of employment of inspection.

3.3. Acceptance of the equipment, gas pipelines, AGZS constructions after carrying out capital repairs, modernization can be performed without participation of the inspector in coordination with the head of territorial authority of Gosgortekhnadzor of Russia.

3.4. The equipment and gas pipelines by the time of carrying out commissioning shall pass individual tests. In case of positive results of individual testing the report in accordance with the established procedure is constituted.

3.5. Individual testing of the equipment, gas pipelines, and also complex approbation of all gas equipment of AGZS are carried out by the specialized commissioning organization for the program and the schedule, approved with territorial authority of Gosgortekhnadzor of Russia and are accepted according to the established requirements.
