The government of the Republic of Belarus and the Government of the Russian Federation which further are referred to as with Contracting Parties

being guided by provisions of the Agreement on creation of the Union State,

confirming need of the fastest implementation of the coordinated actions for creation of common economic space and forming for this purpose of the single tax legislation of the Union State,

aiming to pursue single tax policy in the conditions of development of effective market mechanisms,

agreed as follows:

Article 1

Contracting parties consider core elements of the unified tax legislation:

single principles and rules of the taxation;

single list of the main taxes;

the single rights and obligations of taxpayers in the territory of the Union State;

single terms and concepts.

Article 2

Contracting Parties consider ultimate goal of standardization of the tax legislation and carrying out single tax policy adoption of the Tax code of the Union State.

Article 3

Contracting parties shall carry out the coordinated actions provided by the actions plan on creation of the unified tax legislation of the Union State (further hereinafter is referred to as - the actions plan) attached to this agreement and which is its integral part.

Article 4

Contracting parties shall create the working group on ensuring accomplishment of this agreement within 30 days after its signing.

Article 5

Contracting parties shall introduce in coordination in national legislature the bills drafted within the actions plan and also inform each other in a month on the adopted legal acts for taxes and fees.

Contracting parties determine actionees of provisions of this agreement:
