being convinced that further development of cooperation and close interaction within "the Shanghai five" on the basis of friendship and neighborliness is equitable to radical interests of the people of five countries, current trends of forming of the multipolar world and creation of new fair and rational international political and economic procedure;

based on the general aspiration of the countries of "five" to maintain the friendship relations passing from generation to generation, to resolve all questions in the spirit of mutual understanding, equality and mutual advantage by consultations;

confirming commitment to spirit and the purposes of documents signed at all meetings of "five" and also to all bilateral agreements and the agreements signed between them;

having discussed in the atmosphere of mutual understanding and constructibility questions of condition and perspectives of multilateral interaction in areas, of common interest, declare the following:

1. The parties express deep satisfaction with development of the relations between the State Parties of "the Shanghai five" and consider that powerful results in strengthening of mutual trust and cooperation are achieved and that "five" plays more and more important and active role in maintenance of safety and stability in the region, promotes joint development of member countries of "five".

The parties will make efforts on transformation of "the Shanghai five" into regional structure of multilateral cooperation in different spheres.
