Heads of states of the Republic of Kazakhstan, People's Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan declare the following.
1. The Republic of Uzbekistan, highly appreciating the positive experience accumulated by "The Shanghai five" during its existence, sharing spirit and the principles on the basis of which interaction within this consolidation is performed, in January, 2001 expressed readiness to take part in cooperation of "The Shanghai five" on the basis of full membership.
The Republic of Kazakhstan, People's Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan welcome the aspiration of the Republic of Uzbekistan to develop cooperation on reliance principles, stability and mutual understandings between the states of the region and decided to accept the Republic of Uzbekistan in structure of "The Shanghai five" as the full participant.
2. Full participation of the Republic of Uzbekistan in "The Shanghai five" provides respect for the principles which found reflection in signed in Shanghai and Moscow respectively in 1996 and 1997 agreements on enforcement of trust in military area and about mutual reducing armed forces around border, and also other agreements reached between heads of states of "five". These principles determine basis of relations between the states of "The Shanghai five".
3. Due to the beginning of specific work on creation of Shanghai Cooperation Organization the Republic of Uzbekistan expresses readiness to become along with the Republic of Kazakhstan, People's Republic of China, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan the cofounder of this new consolidation and to sign together with them the Declaration on creation of Shanghai Cooperation Organization and the Shanghai convention on fight against terrorism, separatism and extremism.
