Today we, heads of states of the Republic of Kazakhstan, People's Republic of China, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan solemnly signed the Charter - the main statutory document of the Shanghai Cooperation Organization (SCO or the Organization). This event marks creation of the legal base for new international association which organization we proclaimed in June, 2001 in Shanghai.

We consider that creation of SCO meets real situation in the region and in the world, and also is equitable to radical interests of the people of six countries.

SCO is heiress of the "Shanghai five" which evolved from two agreements on trust measures, innovative for the Asian continent, in military area and reduction of armaments.

SCO is created for the purpose of strengthening between state members of mutual trust, friendship and neighborliness, consolidation of versatile interaction in maintenance and strengthening of the world, safety and stability in the region, joint counteraction to new challenges and threats, encouragement of effective and mutually beneficial cooperation in different areas, assistance to economic growth, social and cultural development of state members of the Organization.

SCO is based on the principles of mutual respect of sovereignty, independence, territorial integrity and inviolability of borders, non-interference to internal affairs, nonuses of force or threats of force, equality of all state members.

The fastest start of all mechanisms of SCO designed to provide effective functioning of the Organization will be promoted by bystry implementation of ratification procedures of the Charter of SCO and the Agreement on Regional anti-terrorist structure (RATS) of SCO.

It is entrusted to national coordinators of SCO, without waiting for accomplishment of all interstate procedures connected with entry into force of the Charter of SCO to start preparation of complex of the contractual and regulating documents regulating operating procedure of bodies of the Organization and other parties of its activities.
