Heads of states of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan, having discussed urgent problems of regional development and international policy, relying on the traditional relations of friendship and neighborliness, historical and cultural community of the people of Central Asia, proceeding from established practices of political dialogue and the reached level of regional cooperation, noting the importance of mutually beneficial relations of the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan for strengthening of stability in the region and the international security, in view of dynamically changing situation in the region and around it, expressing concern in the threats proceeding from the international terrorism, political and religious extremism, narcoaggression, cross-border organized crime for the regional and international security recognizing importance of rational and mutually advantageous use of hydro-electric resources, transport communications and the available economic potential in the region, attaching special significance to further deepening of cooperation between the states of the region founded on mutual understanding and mutual advantage in political, economic humanitarian and other spheres, declare the following:

Heads of states confirmed that mutually beneficial cooperation in political, economic, scientific and technical, cultural and other areas, and also close interaction on the international scene is equitable to national interests of all countries of the region and plays important role in peacekeeping and stability at the regional and global levels.

Heads of states note that the deepening of multilateral bonds performed in line with universal tendencies is intended to help growth in prosperity of their people.

Heads of states emphasize that mutually beneficial economic cooperation shall become the main priority of interaction of the countries of the region.
