The State Parties of the Agreement on collective security of May 15, 1992 and this agreement which are hereinafter referred to as with the Parties

proceeding from tasks of creation of the effective mechanism of implementation of article 4 of the Agreement on collective security of May 15, 1992 (further hereinafter is referred to as - the Agreement) and carrying out joint counter-terrorist operations,

considering that military forming of one Party (several Parties) for accomplishment of the specified tasks can be temporarily directed to the territory of other Party only at its request or from its consent according to the Decision of Council of collective security,

confirming the commitment to the purposes and the principles of the Charter of the UN, respecting rules of international law and the signed international acts concerning arms control and confidence-building measures and safety

wishing to create the legal base for temporary stay of such military forming in the territories of the Parties,

agreed as follows:

Article 1

For the purposes of this agreement the applied terms mean:

"forming of forces and means of system of collective security (military forming)" - associations, connections, the military units and divisions allocated from national armed forces and other troops of the Parties in structure of coalition (regional) groups of troops (forces) created for the purpose of reflection of external military aggression against one or several Parties, in structure of the summary (multilateral) military forming intended for carrying out joint counter-terrorist operations or command and staff and army doctrines in the territories of the Parties, and which are temporarily directed to the territories of other State Parties of this agreement. Also representatives of the relevant courts, bodies of prosecutor's office and safety of the sending party can be part of military forming;
