The Republic of Byelorussia, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation which are hereinafter referred to as by the Parties

promoting further development of the mutually beneficial economic relations,

based on regulations of the Contract between the Republic of Byelorussia, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation on deepening of integration in economic and humanitarian areas of March 29, 1996 and agreements on the Customs union of the State Parties of this agreement and considering that functioning of transport systems of the Parties on mutually agreed technologies and parameters is important for their realization,

agreed as follows:

Article 1

The parties create the Transport union as the integrated system of national transport complexes of the State Parties of this agreement functioning on the basis of mutually agreed technologies and parameters and the unified regulatory framework.

Main objectives of forming of the Transport union are:

joint use of transport infrastructure of the states of participants of this agreement;

more effective use of transport and decrease in transportation costs;

free movement of vehicles and transportation of passengers and loads between the State Parties of this agreement and transit across their territories;

carrying out coordinated policy on development and reconstruction of systems of transport.

Article 2

For forming of the Transport union of the Party realize measures on:

a) standardization of the national legal system governing the relations in the field of transport and road economy;

b) to the development and realization approved (in need of joint) programs and projects of development of transport infrastructure, including with involvement of the international financial institutions;
