We declare the sincere determination in pursuance of will of the people of our states to expand and strengthen the traditional, historically developed relations of friendship, cooperation and mutual understanding between our states on new basis.

At this historical stage, in difficult conditions of transition period, vital to keep all kind that connected our people by centuries of general history in policy, economy, culture, humanitarian bonds in interpersonal communication and on this basis to develop cooperation of qualitatively new level. The respect of sovereignty and territorial integrity of the states, mutual trust and openness, nonuse of force, threats of force or economic pressure, the dispute resolution by peaceful means and non-interference to internal affairs, fair accomplishment of the undertaken obligations and mutually advantageous partnership shall become basis of the interstate relations.

Awareness of exclusiveness of this stage in lives of our people worrying not only political and economic transformation, but also deep psychological withdrawal pains, growth of national consciousness, revival of own spiritual culture is necessary.

In these conditions from us, heads of states, politicians, and also from cultural figures, science, art, all citizens of our states suspension to estimates concerning each other, careful attitude to the invaluable property found by our people, independence, possibilities of civilized development on the basis of sovereign equality in system of the international relations is required.
