According to article 3 of the Constitutive treaty of EurAsEC in the part which is not contradicting this Agreement, Mezhgossovet assumes accomplishment of functions of the Interstate Council of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan founded according to article 17 of the Contract between the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic and the Russian Federation about deepening of integration in economic and humanitarian areas of March 29, 1996 and the Council of Heads of Government of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan founded by the Decision of Interstate Council of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation N13 of October 22, 1997.

3. Heads of states and heads of governments of state members of EurAsEC are Mezhgossovet's part.

4. Mezhgossovet's meetings are held at the level of heads of states at least once a year and at the level of heads of governments at least two times a year.
