The government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic, the Government of the Russian Federation and the Government of the Republic of Tajikistan which are hereinafter referred to as with the Parties, being guided by the Contract between the Russian Federation, the Republic of Byelorussia, the Republic of Kazakhstan and the Kyrgyz Republic on deepening of integration in economic and humanitarian areas of March 29, 1996 and the Statement of Heads of states of April 28, 1998 "About ten simple steps towards to simple people", attaching importance to development of mass media in the State Parties of the Agreement, proceeding from understanding of general political value of mass media and their role in development of historically developed welfare and scientific bonds between their people, aiming to create common information space and favorable conditions for distribution of TV schedules and radio in the territories of the Parties, considering the organizational and technical, economic, technological capabilities, standards of operation and servicing, wishing to promote further development and deepening of cooperation in the fields of education, sciences and cultures, agreed as follows:

Article 1

The parties will develop cooperation on creation of favorable legal, organizational and economic conditions for ensuring broadcasting and distribution of TV schedules and radio of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan in each other territories for the purpose of satisfaction of cultural and information needs of citizens, further strengthening of traditional ties between the Parties.

In case of broadcast of TV schedules and radio of the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan in the territory of the Parties the Belarusian, Kazakh, Kyrgyz, Tajik and Russian languages can be used.
