The government of the Republic of Belarus, the Government of the Republic of Kazakhstan, the Government of the Kyrgyz Republic, the Government of the Russian Federation and the Government of the Republic of Tajikistan which are hereinafter referred to as by the Parties

in view of that main objective of this agreement is strengthening and development of frontier mutual cooperation,

relying on close historical and cultural and ethnic ties of the population living in the territories of border regions

being guided by the principles of mutual advantage, respecting sovereignty and territorial integrity of the State Parties,

aiming to create favorable conditions for development of economic, scientific and technical, cultural, humanitarian cooperation between border regions of the Parties,

agreed as follows:

Article 1

The basic concepts used in this agreement:

the border region - the region within administrative or other state territorial educations which administrative-territorial borders match with the line of frontier of the State Parties of this agreement;

the population of border regions - the citizens of the states of the Parties who are constantly living in the territory of border regions;

governing body of the region - the regional state body formed according to the administrative-territorial structure of the state;

cooperation of border regions - the coordinated actions of state bodies, business entities, public organizations and the population of the Parties directed to strengthening and development of the relations between border regions;

traditional economic activity - the activities of the border population which historically developed for a long time and business entities of the State Parties.

Article 2

The parties will promote processes of expansion and development of integration between border regions of the State Parties of this agreement, to establishment of mutually advantageous bonds.
