The legislation of the Kyrgyz Republic on highways consists of this Law and other regulatory legal acts accepted according to it and also which came in the procedure established by the law into force of international treaties which participant is the Kyrgyz Republic.

The activities connected with use of municipal roads, and also departmental and private roads only for the benefit of owners of these roads can be regulated by other laws and regulatory legal acts if it does not contradict this Law.
The decisions of local authorities of the government, local government bodies and administrative departments accepted within their competence concerning use of the highways which are under their authority shall not violate the requirements of this Law and provisions regulating the legal basis of safety of traffic and implementation of road activities.
This Law determines the economic, legal basis and the principles of management of highways in the Kyrgyz Republic the organizations and road authorities of authorized state body in the field of transport and roads providing development, repair, content of highways, the rights, obligations, and also responsibility of owners, owners and users with highways.
Operation of this Law extends to all highways in the Kyrgyz Republic, on all users them, on all physical persons and legal entity irrespective of patterns of ownership and departmental accessory.
