proceeding from general understanding of tasks on providing guarantees of the state protection of the rights and freedoms of citizens, their observance and respect with state bodies, local government bodies and officials of the Russian Federation and Ukraine,

according to the principles and regulations of the Treaty of friendship, cooperation and partnership between the Russian Federation and Ukraine,

considering interest in the joint problem resolution in the field of recovery of the violated rights of citizens,

for the purpose of development of the bilateral relations between the Commissioner for Human Rights in the Russian Federation and the Representative of the Verkhovna Rada of Ukraine in human rights,

aiming at mutual cooperation for the benefit of citizens of the states on the basis of respect of human rights and freedoms and rule of law,
