Article 1.

This Agreement extends to the citizens belonging to the Russian minority which is constantly living in Turkmenistan, and the citizens belonging to the Turkmen minority which is constantly living in Russia (hereinafter referred to as with minorities).

Article 2.

The parties guarantee to persons belonging to minorities, the civil, political, social, economic, cultural laws and freedoms according to the universally recognized norms of international law in the field of human rights and this Agreement.

Article 3.

1. The parties are recognized behind persons belonging to minorities it is right individually or together with members of the group freely to express, keep and develop the ethnic, language, cultural and religious originality, and also shall consider their legitimate interests in the policy.
