1. Approve the Concept of introduction of private property on the earth in the Kyrgyz Republic developed by the National commission on protection of the rights of citizens in the field of land relations, to rational use and protection of land resources it (is applied).

2. To the government of the Kyrgyz Republic and National commission on protection of the rights of citizens in the field of land relations, to rational use and protection of land resources on condition of acceptance by national vote of the Law "About Modification and Amendments in the Constitution of the Kyrgyz Republic" to be guided by the Concept of introduction of private property on the earth in case of development of bills and holding other actions following from the above-stated Concept.

3. To provide to the government of the Kyrgyz Republic publication of this Decree and Concept of introduction of private property on the earth in the Kyrgyz Republic in republican and local printing editions for broad acquaintance of the public of the republic.
