for the purpose of maintenance and further development of the bonds which developed between inhabitants of the border territories of the Russian Federation and the Republic of Latvia

agreed as follows:

Article 1

For the purposes of this Provisional Agreement:

a) "the border territories" mean the territories of rural administrations of the Russian Federation and the territory of volosts and cities of the Republic of Latvia adjacent to the line of the Russian-Latvian border (Appendix N 1);

b) "the boundary authorities" mean the officials authorized by each Party to resolve the issues connected with maintenance of the mode of the line of border;

c) "inhabitants of the border territories" mean citizens of the Russian Federation and citizens of the Republic of Latvia, and also the citizens of the former USSR (before finding of nationality by them) who are constantly living in the border territories at least 6 months;

d) "relatives" mean parents, adoptive parents, stepfathers, stepmothers, children, the adopted (adopted) children, brothers and sisters, husbands, wives, grandmas, grandfathers, great-grandmothers, great-grandfathers, grandsons, great-grandsons, sons-in-law, снох, daughters-in-law, brothers-in-law, fathers-in-law, mothers-in-law, fathers-in-law, mothers-in-law.
