The law of the Kyrgyz Republic "About coal" (further - this Law) governs the relations of the state with physical persons and legal entities, and also with other states arising in case of production and use of coal in all territory of the Kyrgyz Republic.
This Law is based on the Constitution of the Kyrgyz Republic, the Law of the Kyrgyz Republic "About subsoil" and regulatory legal acts of the Kyrgyz Republic.
Action of provisions of this Law extends to all companies and the organizations of coal industry of the republic irrespective of patterns of ownership.
Coal industry - the industry component including complex of the organizational, technical and engineering procedures connected with search, investigation, production, storage, conversion, transportation and sale of coal and products of its conversion.
Activities of the companies of coal industry are regulated by provisions of this Law and other regulatory legal acts of the Kyrgyz Republic.
The purpose of this Law is creation of the regulatory framework conforming to international standards for ensuring increase in cost efficiency of coal industry, consumer protection, forming of favorable conditions for investment attraction and growth in volumes of production.
