aiming to give new quality to these relations and to strengthen their legal basis,

being guided by aspiration to development of cooperation in different areas,

full of determination to provide irreversibility of democratic processes and to realize the principles of the constitutional state,

considering arrangements within the Commonwealth of Independent States,

confirming the commitment to the purposes and the principles of Articles of organization of the United Nations, to provisions of the Helsinki Final act, the Charter of the European safety and other main documents of Organization for Security and Cooperation in Europe,

agreed as follows:

Article 1

High contracting parties develop the relations as the friendly states.

They steadily are guided by the principles of mutual respect of the state sovereignty and independence, nonuse of force or threat of force, including economic and different ways of pressure, territorial integrity, inviolability of borders, sovereign equality, non-interference to internal affairs, respect of human rights and fundamental freedoms, peaceful settlement of disputes, fair accomplishment of obligations and other conventional principles and rules of international law.
