being based on traditional friendship of the people of two states, attaching great value to strengthening of mutual understanding between them,

being guided by provisions of the Universal Declaration of Human Rights of 1948 and the International Covenant on Civil and Political Rights of 1966,

proceeding from the provisions of the Final act of the Organization for Security and Co-operation in Europe of 1975 and the subsequent documents of OSCE concerning cooperation in the field of information and the humanitarian sphere

being guided by the Contract on bases of the interstate relations, friendship and cooperation between the Russian Federation and the Republic of Uzbekistan of May 30, 1992, and also other international treaties between the Russian Federation and the Republic of Uzbekistan and fundamental documents of the Commonwealth of Independent States,

agreed as follows:

Article 1

The parties, according to requirements of the national legal system, will promote creating favorable conditions for wide and free mutual dissemination of information for the purpose of further acquaintance and increasing knowledge of life of the people of their states.

Article 2

Each of the Parties will promote broad and free exchange of information between information services (agencies) and the editorial offices of mass media, to distribution in the territory of its state of products of mass media which are registered and operate on legal causes in the state of other Party provided that distribution of the data and materials forming such products does not contradict requirements of its national legal system, national traditions, outlook and conduct of life, social and humanitarian values of the people of this Party.
