The government of the Russian Federation and the Government of the Republic of Lithuania which are hereinafter referred to as with the Parties

for the benefit of further development of cooperation between the states,

dividing basic provisions of the international legal documents concerning human rights, including the right to shelter

recognizing that acceptance and return of persons which violated rules of entrance or stay in the territory of the states of the Parties is component of regulation of migration flows and the effective instrument of fight against illegal migration,

considering the principles and recommendations developed by the international community and pledged in basis of similar bilateral and multilateral interstate or intergovernmental agreements

in view of aspiration of the international community to harmonization of national legal systems in the field of migration,

respecting the sovereign right of each of the states of the Parties to independently set limits of responsibility for illegal migration of foreign citizens and persons without citizenship in the territory of the states of the Parties,

being effective according to the legislation of the states of the Parties,

agreed as follows:

Article 1. Determinations

In this agreement the stated below terms have the following value:

"the requesting Party" - the Party sending inquiry for acceptance, return or transit of person;

"the required Party" - the Party to which the inquiry is sent for acceptance, return or transit of person;

"citizens of the third states" - citizens of the states, not being participants of this agreement, and also the stateless person, except for persons who lost nationality of the state of one Party after arrival on the territory of the state of other Party;
