The government of the Russian Federation and the Government of the Republic of Moldova which are hereinafter referred to as with the Parties

proceeding from need of creation of conditions for wide and free dissemination of information on social and political, economic and cultural life of two countries,

considering need of providing to journalists and other media men of legal protection and favorable conditions for implementation of their professional activity,

being guided by provisions of the Universal Declaration of Human Rights of 1948 and the International Covenant on Civil and Political Rights of 1966,

wishing to promote accomplishment of provisions of the Final act of the Organization for Security and Co-operation in Europe of 1975 and the subsequent documents of OSCE concerning cooperation in the field of information and the humanitarian sphere

agreed as follows:

Article 1

For the purpose of this agreement: the term "foreign correspondents" means correspondents of the mass media (the agencies, newspapers, magazines, other periodic printing editions, publishing houses, radio, television) registered in the Russian Federation who will be accredited in the Republic of Moldova, and correspondents of the mass media registered in the Republic of Moldova who will be accredited in the Russian Federation,

the term "state of accreditation" means the state in which "the foreign correspondent" is accredited.

As foreign correspondents citizens of the state of accreditation can be accredited.

Article 2

The rights, obligations and responsibility of foreign correspondents in the state of accreditation are determined and regulated by the universally recognized norms of international law, the legislation of the state of accreditation and provisions of this agreement.
