being convinced that coordinated actions of the Parties in fight against crimes in the field of computer information are the imperative need,

aiming to create the legal basis of cooperation of law enforcement and judicial authorities of the State Parties of this agreement (further - the states) in fight against crimes in the field of computer information, agreed as follows:

Article 1 Main terms

For the purposes of this agreement the terms used in it mean:

a) crime in the field of computer informatsiiugolovno-punishable offense which subject of encroachment is computer information;

b) computer information - information which is in memory of the computer, on machine or other carriers in shape, the COMPUTER available to perception, or transferred on communication channels;

c) malicious application - the created or existing program with specially made changes which is obviously leading to unauthorized destruction, blocking, modification or copying of information, violation of operation of the COMPUTER, the COMPUTER system or their network;

d) illegal access - the unauthorized addressing computer information.

Article 2 General provisions

1. The parties will be according to this agreement, the national legal system and other international treaties which participants they are, to cooperate for the purpose of providing the effective prevention, identification, suppression, disclosure and investigation of crimes in the field of computer information.

2. The parties will take necessary organizational and legal measures for accomplishment of provisions of this agreement.

3. The parties will aim at harmonization of the national legal system in the field of fight against crimes in the field of computer information.
