The State Parties of this Agreement on behalf of the governments which further are referred to as with the Parties

understanding danger which is born by acts of terrorism,

in view of the documents accepted within the United Nations, the Commonwealth of Independent States and also other documents of the international nature concerning fight against different manifestations of terrorism

wishing to render each other perhaps broader assistance and to increase efficiency of cooperation in this area,

agreed as follows:

Article 1

For the purposes of this Agreement the terms used in it mean:

"terrorism" - the illegal penal act made for the purpose of violation of public safety, rendering impact on the adoption of decisions by authorities, intimidation of the population which is shown in type:

violence or threat of its application concerning physical persons or legal entities;

destructions (damage) or the threat of destruction (damage) of property and other material objects creating danger of death of people;

causings significant property damage or approach of other socially dangerous effects;

infringement of life of the state or public figure made for the termination of its state or other political activities or from revenge for such activities;

attacks on the representative of the foreign state or the employee of the international organization using international protection, and it is equal on service premises or vehicles of persons using international protection;

other acts falling under concept of the Parties, terrorist according to the national legal system, and also other conventional international legal acts directed to fight against terrorism;
