being guided by the Charter of the Commonwealth of Independent States, the Agreement on collective security, the Concept of protection of borders of the states of members of the Commonwealth of Independent States with the states which are not entering the Commonwealth, the Agreement on cooperation in protection of borders of the State Parties of the Commonwealth of Independent States with the states, not entering the Commonwealth, the national legal system, desire to promote mutual safety of the external borders

confirming the commitment to provisions of the Helsinki Final act of inviolability of borders,

expressing determination and from now on to provide inviolability of external borders for the sake of quiet life, safety of the people and the states and their territorial integrity,

agreed as follows:

Article 1.

In this agreement terms mean:

"external borders" - participants of frontiers of the State Parties of the Commonwealth with the states which are not entering the Commonwealth;

"border troops" - border troops of the State Parties of the Commonwealth;

"the crisis situation" is set of the military-political and social conflicts which destabilize provision on sites of external border and require collective measures on its stabilization;

"boundary group" - the forming of forces and means of border troops of the State Parties of the Commonwealth allocated with the Parties for accomplishment of tasks on strengthening of protection of sites of external borders around crisis situation.
