The government of the Republic of Belarus and the Government of the Republic of Estonia which are hereinafter referred to as by the Parties

based on the principles of equal partnership and mutual respect,

attaching special significance to coordination of rail activity of both states,

recognizing exclusive importance of development of transportation of goods and passengers in through international railway service between both states and transit across their territories,

agreed with following:

Article 1

The terms used in this agreement have the following value:

1. Competent authorities of the states of the Parties:

from the Belarusian side - the Belarusian railroad

from the Estonian side - Department of rail transport of the Republic of Estonia

2. Railway administrations:

from the Belarusian side - the Belarusian railroad

from the Estonian side - the administration of the railway entrepreneur authorized by Department of rail transport of the Republic of Estonia

3. Office personnel - workers (officials) of rail transport of both states who are directly carrying out the tasks following from this agreement.

Article 2

1. The parties consider it expedient to develop production, economic and sci-tech cooperation in the field of rail transport.

2. Competent authorities of the states of the Parties perform cooperation, give each other necessary assistance for the purpose of further development of transportations in through international railway service between the Republic of Belarus and the Republic of Estonia and transit across their territories, take necessary measures for enhancement of these transportations.

3. Competent authorities of the states of the Parties mutually recognize qualification certificates of Office personnel in the territories of the relevant states.
