This Law establishes precepts of law of implementation of state policy of increase in efficiency of energy use, and also precepts of law of creation and functioning of institutional, economic and information mechanisms of realization of this policy.
The purposes of this Law are creation of conditions for increase in efficiency of use in case of production, production, conversion, transfer (transportation), storage, distribution and consumption (transformation) of fuel and energy resources, protection of consumer interests and producers of fuel and energy resources due to regulation of the relations between business entities, and also between the state and legal entities and physical persons in the field of energy saving.
In this Law following terms have the following value:
increase in efficiency of energy consumption - the activities directed to preserving unit of production (goods or services) without reducing quality and exit of product quantity, reducing the amount of energy necessary for these products;
energy saving - realization of the legal, organizational, scientific, production, technical and economic measures directed to effective use of energy resources, reducing losses in case of production, transformation, transportation and energy consumption and drawing into economic circulation of renewable energy resources;
energy saving policy of the state - legal, organizational and financial and economic regulation of activities in the field of energy saving;
energy resource - the energy carrier which is used now or it can be useful it is used in the long term;
secondary energy resource - the energy resource received in the form of by-product of the main production or which is such product;
