in connection with transition to implementation of calculations for oil and oil products at the prices of the world market and for carrying out coordinated policy in the field of oil prices and oil products and rates for the services in their transportation aimed at providing mutual economic benefit
being guided by the Agreement between the Government of the Russian Federation and the Government of Ukraine on free trade of June 24, 1993,
agreed as follows:
Payment for oil and the oil products delivered to Ukraine is made on conditions, "franco-border" of the Russian Federation with Ukraine, proceeding from current prices of oil and oil products in the world market.
The parties will charge to the relevant ministries and departments to approve technique of determination of oil price taking into account its quality.
Fee of pipeline systems of Ukraine for transit of the Russian oil is made on the rates approved by the Ministry of Fuel and Energy of the Russian Federation and the State committee on oil and gas of Ukraine.
The Ukrainian Side will provide return of the products of oil processing received from the oil raw materials of Russia delivered to Ukraine on re-exportation basis without collection of customs duties and quantitative restrictions. Amounts of such deliveries are determined by the free standing agreement.
In case of debt on payments in defiance of the terms established by economic agreements, sanctions according to rules of international law will be applied to violators, and also the damage suffered by the companies of the Parties connected with interest payment for bank loan for payment delay will be collected from them completely.
