1. Subject of regulation of this Federal Law are the public relations arising in connection with realization by physical persons and (or) legal entities - public associations of the right to consolidation for participation in activities of the voluntary fire protection connected with prevention and (or) suppression of the fires and carrying out wrecking (voluntary activities) and also the relations connected with involvement of physical persons to participation in voluntary activities as a part of voluntary fire divisions.
2. This Federal Law establishes the legal basis of creation, the right and guarantee of activities of voluntary fire protection and voluntary firefighters, governs the relations of voluntary fire protection with public authorities, local government bodies, the organizations and citizens of the Russian Federation, foreign citizens and persons without citizenship.
For the purposes of this Federal Law the following basic concepts are used:
1) voluntary fire protection - the type of fire protection based on voluntary activities including public associations of voluntary fire protection, object voluntary fire divisions and the voluntary firefighters who are their part which activities provide participation in prevention and (or) suppression of the fires and carrying out wrecking;
1. 1) public association of voluntary fire protection (further - public association of fire protection) - the socially oriented public association of physical persons and (or) legal entities - public associations, created in accordance with the legislation of the Russian Federation, one of the main authorized objectives of which is participation in implementation of activities in the field of fire safety and carrying out wrecking;
