About marking by special brands of tobacco and the tobacco products made in the territory of the Russian Federation

For the purpose of strengthening of control of timely and complete entering into the budget of appropriate level of taxes and fees, and also behind legality of production and realization in the territory of the Russian Federation of tobacco and tobacco products the Government of the Russian Federation decides:

1. Enter since August 1, 1999 obligatory marking of tobacco and the tobacco products made in the territory of the Russian Federation, the special brand confirming legality of their production (further hereinafter is referred to as - special brand), except for tobacco and the tobacco products exported according to the signed contracts.

2. Determine that special brands of tobacco and tobacco products, responsible for marking, are the organizations - producers of these products. Special brands are paid by the specified organizations with reference of costs for their acquisition on cost of tobacco products.

3. Prohibit in the territory of the Russian Federation:

production of tobacco and tobacco products not marked special brand since November 1, 1999 (cigarettes - since January 1, 2001);

realization of tobacco and the tobacco products made in its territory, not marked by special brand - since May 1, 2000 (cigarettes - since April 1, 2001).

Permit executive bodies of subjects of the Russian Federation to prolong in coordination with the Ministry of Taxes and Tax Collection of the Russian Federation till August 1, 2001 realization term in the region of the Far North and areas of the cigarettes made in the territory of the Russian Federation, not marked by special brand equated to them.
