About introduction of amendments to the Federal law "About Advertising"

Bring in the Federal Law of March 13, 2006 N 38-FZ "About advertizing" (The Russian Federation Code, 2006, N 12, Art. 1232; 2007, N 7, Art. 839) following changes:

1) Article 1 after words "reliable advertizing," to add with the words "creating favorable conditions for production and distribution of social advertizing";

2) in Article 10:

a) regarding 4 words of "mentioning of public authorities, of other state bodies, of local government bodies, of municipal authorities which are not included into structure of local government bodies, and of sponsors" shall be replaced with words "the cases provided by part 5 of this Article";

b) add with part 5 of the following content:

"5. The restrictions set by part 4 of this Article do not extend to references of public authorities, other state bodies, local government bodies, of municipal authorities which are not included into structure of local government bodies, about sponsors, about the socially oriented non-profit organizations conforming to the requirements established by this Article and also about the physical persons which appeared in difficult life situation or needing treatment for the purpose of rendering the charitable help to them. In social advertizing mentioning of socially oriented non-profit organizations in cases is allowed if content of this advertizing is directly connected with information on the activities of such non-profit organizations directed to achievement of charitable or other socially useful purposes.";

c) add with part 6 of the following content:
