2. To the Cabinet of Ministers of Ukraine to develop and approve in three-months time the actions plan on implementation of the specified Concept.

General tasks of development of criminal justice concerning minors
For the purpose of proper accomplishment by Ukraine of the undertaken international obligations regarding providing to children of special care and help from the state, realization of provisions of the Constitution of Ukraine concerning recognition of the person, his life and health, honor and advantage, the highest social value, providing to each person of the right to free development of the personality, and also considering the level of children's crime there is need for development of state policy in the field of protection of the rights of children which got to the conflict with the law.
As of January 1, 2011 in organizations of serving of punishments of Ukraine there were 1432 minors. More than a half of them (percent 54,8) it is condemned to imprisonment from 3 to 5 years, percent 58,3 - were brought to trial which is not connected with imprisonment, and percent 24,9 earlier, - before condemnation did not study and not worked.
The concept of development of criminal justice concerning minors in Ukraine determines the main directions of development of criminal justice concerning minors. Realization of these directions shall strengthen responsibility of family, society and state, for process of education and formation of children, to provide observance of the rights and freedoms of children which got to the conflict with the law, way of increase in level of their legal and social protection, to reduce the level of children's crime.
