Technical regulation "Safety of Buildings and Constructions"

This Technical regulation "Safety of Buildings and Constructions" (further - the Technical regulation) is accepted for the purpose of protection of life and human health, plant and animal life, environmental protection, the prevention of the actions misleading consumers concerning safety of buildings and constructions.
1. This Technical regulation:
1) establishes minimum necessary requirements when designing (including engineering researches), construction, operation, capital repairs, reconstruction, reshaping, dismantle and demolition of buildings and constructions;
2) establishes requirements to systems of the engineering equipment of buildings and constructions;
3) determines procedure and the procedure of evaluating compliance of buildings and constructions to the main safety requirements.
2. This Technical regulation extends to residential and public buildings and constructions, buildings and constructions of the companies of the industry, water, agricultural and municipal economy, construction of transport and communication, power, the hydraulic engineering and irrigational constructions built to the territories of the Kyrgyz Republic.
3. This Technical regulation does not extend to the buildings and constructions intended for production and storage of explosives and blasting agents, the building nadshakhtny, excavations and also to the buildings and constructions relating to the sphere of state security and defense industry.
4. For the purpose of application of this Technical regulation of the building and construction are identified according to the destination according to part 2 of this Article, on category - according to part 2 of Article 16 of this Technical regulation.
For the purposes of this Technical regulation the basic concepts established in the Law of the Kyrgyz Republic "About bases of technical regulation in the Kyrgyz Republic" are used. Along with them the following basic concepts are used:
the author of the project - the specialist having the qualification certificate, or group of authors;
the regulating documents interconnected with the Technical regulation the regulating documents realizing safety requirements of this Technical regulation;
top water - the free-flow underground waters lying most close to the land surface and placed above the horizon of ground waters;
dismantle - disassembly of building constructions and systems of the engineering equipment of buildings and constructions;
the builder (customer) - person providing on the parcel of land belonging to him financing of development of the project documentation, accomplishment of engineering researches and preparation of the project, and also maintaining construction and technical supervision of construction works;
the building - land and underground construction construction with rooms for accommodation and (or) activities of people, placement of productions, storage of products or content of animals;
engineering researches - complex of the technical and economic researches of the region of construction allowing to prove its feasibility - location, technical parameters when designing new or reconstruction of the existing buildings and constructions. Engineering and geodetic, engineering-geological, inzhenernogidrometeorologichesky and engineering-ecological researches are part of engineering researches for construction;
capital repairs - complex of the works performed for the purpose of elimination physical and obsolescence of building constructions and systems of the engineering equipment of the existing building and construction, and also maintenance of its operational indicators and functional purpose;
the red line - the border of the built-up sites established in drafts of the detailed layout;
handicapped national groups - the people experiencing difficulties in case of independent movement, receipt of the service necessary for information or in case of orientation in space. People of old age, with temporary or long limited opportunities of health, expectant mothers and people with baby carriages belong to the category of handicapped national groups;
mechanical vehicles - the elevators, escalators, elevators, horizontal moving mechanisms and other technical devices intended for rise, descent and horizontal movement of people;
room microclimate - the condition of the internal circle of the room making impact per capita, animal or the plant characterized by indicators of temperature and humidity of air;
the regulating document - the document establishing regulations and rules, the general principles or characteristics concerning different types of activities or their results;
safety - acceptance of complex of technical and organizational measures for exception of the unacceptable risk connected with possibility of causing damage of life or to human health, their property and (or) the environment, including plant and animal life;
the space-planning decision - the space-planning configuration of elements of the building and construction meeting certain operational and constructive requirements;
dangerous wastes - the waste containing substances which have one of the following dangerous properties in the structure: toxicity, explosibility, inflammability, high reactionary capability, radioactivity and which are present at such quantity that constitute potential danger for human health and the environment as, and in contact with other substances;
dangerous construction objects - buildings and constructions in which are made, processed, used are stored, transported, destroyed, the igniting, combustible, oxidizing, explosive, toxic and radioactive materials are implemented; the MPas working under pressure of more 0,07 are used the equipment, or at water 115 heating temperature hail. rooms with mass stay of people - rooms (halls and the foyer of theaters, movie theaters, assembly halls, meetings, lecture audiences, restaurants, lobbies, cash halls, production and other similar rooms) with permanent or temporary stay of people (except emergencies) with number more than 1 people on 1 sq.m of the room of 50 sq.m and more;
loss of durability - design material destruction under the influence of settlement loadings and impacts, the inadmissible decrease in physicomechanical properties of soil of the basis which entailed total or partial loss of the sustaining capability of buildings and constructions, their parts or separate structural elements;
stability loss - the removal of buildings and constructions or their separate parts from condition of stable equilibrium which entailed inadmissible residual deformations (rainfall, shift and similar deformations) or destruction of buildings and constructions or their parts;
potentially dangerous substances - the substances having such properties as inflammability, oxidability, combustibility, explosibility, toxicity, the high reactionary capability, radioactivity constituting danger to life activity of people and the environment;
