in view of the Agreement on cooperation in the field of the higher education between the State committee of the Russian Federation on the higher education and the Ministry of Education of the Republic of Moldova of May 7, 1996,
recognizing unconditional priority of universal values, importance of provisions of the Universal Declaration of Human Rights and Convention on the Rights of the Child and aiming at their realization in educational policy,
expressing mutual aspiration to equal cooperation in the field of education,
considering the developed education systems as the complete independent systems promoting development full national culturally inhabiting both states of the people
considering the cultural and educational, commercial, organizational ties existing between the Parties and mutual interest in their strengthening and development,
agreed as follows:
The parties within the competence and according to the existing legislations and regulations will give equivalent state organizational and financial support to all educational institutions entering the educational system irrespective of training language.
Each of the Parties assumes liability in every possible way to assist satisfaction of educational requests of the citizens in studying of languages of the people of the state of other Party or training at these languages.
