About introduction of amendments to the Code of inland water transport of the Russian Federation

Bring in the Code of inland water transport of the Russian Federation (The Russian Federation Code, 2001, N 11, Art. 1001; 2003, N 14, Art. 1256; 2008, N 30, Art. 3616; 2009, N 18, Art. 2141; 2011, N 15, Art. 2020) following changes:

Item 1 of Article 23 to state 1) in the following edition:

"1. On inland waterways navigation of vessels is performed under National flag of the Russian Federation, except as specified, stipulated in Article 23.1 of this Code.";

To add 2) with Article 23.1 of the following content:

"Article 23.1. Navigation of vessels under flags of foreign states on inland waterways

1. Navigation of vessels under flags of foreign states on inland waterways is allowed based on international treaties of the Russian Federation, and also based on decisions of the Government of the Russian Federation, except as specified, of stipulated in Item 2 these Articles.

2. Navigation of sports vessels, pleasure crafts and the courts performing swimming for the purpose of tourism, the total quantity of people in which shall not exceed eighteen, including passengers no more than twelve, under flags of foreign states on inland waterways is performed according to the rules established by the Government of the Russian Federation.

In case of in-land navigation in the specified courts there shall be documents confirming type and purpose of the corresponding vessel, the right of its swimming under the flag of the state in which the vessel is registered.

3. The list of the ports open for calling of courts under flags of foreign states, and inland waterways on which navigation of such vessels is authorized is established by the Government of the Russian Federation.";
