for the purpose of creation of optimum conditions for further interaction in development of education and cultures of the people of both states

agreed as follows:

Article 1

The parties establish in the city of Mogilev (Republic of Byelorussia) the Russian-Belarusian university (further referred to as - university).

The university is the state higher educational institution of joint maintaining the Russian Federation and the Republic of Byelorussia, uses the status of the state universities of the Russian Federation and the Republic of Byelorussia.

Article 2

The main objectives of university are:

satisfaction of educational needs of the personality, preparation, retraining and advanced training of specialists with the higher education technical, economic, natural-science and on separate specialties of humanitarian profile, and also research and educational personnel;

assistance to development of scientific and personnel capacity of both states by attraction for work at university of research and educational personnel from the Russian Federation and the Republic of Byelorussia;

use of the advanced educational and methodical technologies and use of the achievements and experience which is saved up in the fields of education and sciences in the Russian Federation and the Republic of Byelorussia;
