recognizing in the relations and in the pursued educational policy priority of universal values, the principles of the Universal Declaration of Human Rights, Convention on the Rights of the Child and aiming at their practical realization;

attaching importance to ensuring scientific character, secular nature, humanity and democratism in the field of education, to satisfaction of cultural and educational needs of the people living in both states, irrespective of nationality and ethnic origin of students,

agreed as follows:

Article 1.

The parties will develop cooperation in the field of preschool, general, primary professional, secondary and higher pedagogical education.

Article 2.

The parties guarantee equality of all public institutions entering their national educational systems irrespective of training language, and equally render them the state, organizatsionnopedagogichesky, educational and methodical, scientific, material and financial support.

Article 3.

The parties will create favorable conditions to the citizens according to Russia and Turkmenistan who are constantly living in their territory for training at the native language (or its studying), acquaintance with culture, history, traditions of the people.
