1) in Article 51:

a) state the name in the following edition:

"Article 51. Construction license";

b) state part 4 in the following edition:

"4. The construction license is issued by local government body in the location of the parcel of land, except as specified, provided by parts 5 and 6 of this Article and other Federal Laws.";

c) state part 5 in the following edition:

"5. The construction license is issued in case of implementation of construction, reconstruction:

1) ceased to be valid according to the Federal Law of the Russian Federation of 04.03.2013 No. 21-FZ;

2) capital construction project on the parcel of land provided to the subsoil user and necessary for conducting the works connected with use of natural resources (except for the works connected with use of the subsoil plots containing fields of popular minerals), - federal body of management of the state fund of subsoil;

3) subject to use of atomic energy - the authorized organization exercising public administration of use of atomic energy and public administration when implementing the activities connected with development, production, utilization of nuclear weapon and military nuclear power plants;
