The agreement on procedure for stay and interaction of law enforcement officers in the territories of the State Parties of the Commonwealth of Independent States

of June 4, 1999

The State Parties of the Commonwealth of Independent States on behalf of the governments which signed this Agreement, further - the Parties,

for the purpose of ensuring effective fight against crime in the territories of the Parties, and also implementation of the principle of inevitability of punishment for the committed crime,

being convinced that at this conjuncture coordinated actions of the Parties in fight against crime are the imperative need,

aiming to create legal basis of stay and interaction of law enforcement officers of the Parties,

agreed as follows:

Article 1

For goal achievement of this Agreement each of following terms has the following value:

"competent law enforcement agencies" - the state law enforcement agencies which according to the national legal system, international treaties and this Agreement make decisions on procedure for stay and interaction of law enforcement officers in the territories of the Parties;

"law enforcement agencies" - state bodies which according to the national legal system of the Parties ensure safety of the state societies, citizens and conduct fight against crime;

"observation" - the action directed to collection of data on behavior, conduct of life, bonds and criminal activities of persons suspected of preparation or making of crimes;

"prosecution" - the action directed to detention of the suspect, person accused, defendant or the condemned person;

"detention" - forced delivery pursued, suspected, the person accused, the defendant or the condemned person in law enforcement agency of the Party in the territory of which detention is performed.

Article 2

1. Law enforcement agencies of the Parties according to the national legal system, international agreements in which the Parties participate, this Agreement within the powers render each other assistance in identification, prevention, suppression, disclosure and investigation of crimes.
