The governments of the State Parties of this agreement, further - the Parties,

in view of need of operational delivery of official mail between heads of states and heads of governments, bodies of authority and management of the Parties,

agreed as follows:

Article 1

The parties create Intergovernmental courier communication from divisions of courier services (government express communication) of the State Parties of this agreement, assigning to it delivery of official mail between heads of states and heads of governments, bodies of authority and management of the Parties, and also delivery of official mail of bodies of the Commonwealth of Independent States.

Article 2

The official mail delivered by Intergovernmental courier communication is inviolable, is not subject to either opening, or detention. All places constituting official mail shall have the visible external signs specifying its nature.

In case of execution of the obligations the employee of Intergovernmental courier communication shall be supplied with the official document with indication of its status and number of the places constituting official mail uses protection of the state of stay, security of person, the right of carrying, storage and use of service weapon according to the procedure, established by the national legal system of the state of stay, and is not subject to arrest or detention, shall observe the legislation of the state of stay and not interfere with its internal affairs.

Article 3

The parties shall provide activities of Intergovernmental courier communication as single system for transportation of official mail on the territories of the Parties.

For accomplishment of this task of the Party:

charge to the divisions of courier services (government express communication) to provide unity of mutually agreed technology of transportation of intergovernmental correspondence;

render law enforcement agencies assistance to Intergovernmental courier communication in the organization of its work;
