being convinced that the main directions of forming and implementation of policy in the field of town planning and architecture of settlements and all set of material and space living environment are dictated by essential interests of the people of the states of the Commonwealth, need of forming and enhancement of the corresponding regulatory framework,
in view of:
the action program "The agenda for the 21st century" (regarding sustainable development of settlements) adopted at the International conference of the UN on the environment and development (Rio De Janeiro, 1992);
"The Istanbul declaration on settlements" and the "Agenda of HABITAT" accepted at the International conference of the UN on sustainable development of settlements of HABITAT II (Istanbul, 1996);
materials of commission sessions of the UN on settlements (Nairobi, 1997) and the sessions of Committee on UNECE settlements (Geneva, 1996 and 1997);
"The guidelines of planning of sustainable development of settlements of UNECE" (1996) and the overview of Committee on UNECE settlements "To sustainable development of settlements in ECE region" (1996),
being guided by the documents signed within multilateral cooperation of the State Parties of the CIS
accepted this Town-planning charter which determines the guidelines, the purposes, the main directions and tasks of sustainable development of settlements and arrangement of the territories of the states of the Commonwealth, and also collateral actions of the Parties by realization of the Town-planning charter.
