The governments of the State Parties of this agreement, further - the Parties, proceeding from provisions of the Agreement on cooperation in the field of foreign economic activity of May 15, 1992 and the Agreement on creation of Economic union of September 24, 1993, aiming to assist each other in providing and protection of their mutual interests in the field of foreign economic activity, agreed about the following:

Article 1

Subject of this agreement is re-export of goods to which export the Parties from which customs area there are these goods apply measures of tariff and/or non-tariff regulation or provide the external economic privileges in case of their export from the customs area.

Re-export of the goods specified in part one of this Article can be performed only in the presence of properly the drawn-up written permission issued by authorized department of the country of goods' origin.

The parties exchange lists of goods which re-export can be performed only in the presence of it properly the drawn-up written permission.

This Agreement does not extend to re-export of specific goods (weapon, drugs, medicines, precious metals and stones, etc.) which re-export is performed in special procedure.

Re-export of other goods is performed according to the commonly accepted rules in international trade.

Article 2

For the purposes of this agreement re-export is understood as commodity exportation, by one of the Parties occurring from customs area, other Party out of limits of customs area of the last for the purpose of export to the country which is not the Party of this agreement.

The authorized re-export is understood as the re-export of goods performed in the presence of properly the drawn-up written permission issued by authorized department of the country of goods' origin.

Unauthorized re-export is understood as the re-export of the goods declared in lists by the Parties, performed without properly the drawn-up written permission issued by authorized department of the country of goods' origin.
