1) to Approve Rules of ensuring safety of precious metals and gemstones at the mining companies of the Republic of Tajikistan it (is applied).

Rules of ensuring safety of precious metals and gemstones at the mining companies of the Republic of Tajikistan

1. General provisions

1) These Rules are developed based on the Law of the Republic of Tajikistan "About precious metals and gemstones" and regulate ensuring safety and the organization of accounting of precious metals and gemstones in the course of their production, conversion, storage and transportation on the mining state companies and the organizations, and also when using natural resources subjects of business activity irrespective of forms of their property.

2) based on the specified Rules of the company, the extracting precious metals and gemstones according to the procedure, established by regulatory legal acts of the Republic of Tajikistan and taking into account local conditions and specifics of production in the direction of ensuring safety of precious metals and gemstones, develop instructions of which heads of the companies claim.

3) the Mining companies during ensuring safety and the organization of accounting of precious metals and gemstones, including, in case of cooperation in questions of safety of precious metals and gemstones with the organizations of other industries and observance of these rules, shall be guided by the legislation, departmental instructions and provisions, methodical instructions and other normative technical acts regulating procedure for works with precious metals and gemstones.

4) Commissioning of the companies, sites and objects where precious metals, gemstones and the products and materials containing them are got, processed or stored, is allowed only in case of acceptance of special organizational and technical measures, also the equipment of the security fire alarm according to the approved projects ensuring safety and completeness of extraction of precious metals and gemstones.

In case of acceptance for operation of the constructed and reconstructed companies, sites, objects for production and conversion of precious metals and gemstones by the special commission participation of representatives of regime service in it and divisions of departmental protection is obligatory.

To acceptance for operation of seasonal objects for production and conversion of precious metals and gemstones (enrichment factories, underwater Items, flushing installations and aggregates, zolotopriyemny cash desks) it is made by the commission of the company with participation of representatives of service of the mode and division of departmental protection of the company. About results of work of the commission the relevant statement in which actions for identification of shortcomings with the term of their elimination are specified is drawn up.

Production and conversion of precious metals on objects without their acceptance in operation by the commission are prohibited.

5) the Admission of persons on objects of works where production, storage, enrichment is carried out, grading and conversion of raw materials of gemstones is limited to the list approved by the director.

The agreement on safety of raw materials in duplicate is signed with all employees (ITR and workers) connected with production, conversion, accounting, storage and transportation of gemstones and are stored in case of personnel department and case of accounts department.

6) the Management of the company for ensuring safety of precious metals and gemstones at all stages of production, conversion, storage and transportation it is performed by management of the company through the deputy for the mode and protection or persons designated by the special order.

Obligations of other officials of the companies responsible for ensuring safety of precious metals and gemstones are determined by the job descriptions approved by the director.

7) the Organization of work on ensuring safety of precious metals and gemstones, timely fulfillment of requirements of regulating documents, orders and instructions of higher bodies and directive structures, and also the orders of the Government of the Republic of Tajikistan for these questions is assigned to deputy managers of the companies for the mode and protection.

The methodical management of activities of specified persons and control of condition of the mode and protection of the extracted precious metals and gemstones perform the relevant services of higher bodies, and on objects, is performed by the State committee of homeland security of the Republic of Tajikistan.

8) Protection of precious metals and gemstones in the course of their production, conversion, storage and transportation is performed by division of departmental protection and with other specialized structures of the republic. 9) the List of production facilities, conversions and storages of the precious metals and gemstones which are subject to protection and the number of its staff are determined by the existing standard rates by the special commission of the company with participation of representatives of service of the mode and protection.
