This Law determines the legal basis of safety of man and citizen, society and state, regulates system of safety, its function, the purpose and the main directions, establishes powers of the President of the Republic of Tajikistan, public authorities, self-government institutions of settlements of villages and the organizations, irrespective of their form of business in the field of safety.

Chapter 1. General provisions

Article 1. Basic concepts

In this Law the following basic concepts are used:

- homeland security - condition of security of the vital interests of the country from real, potential internal and external hazards;

- national interests - set of political, economic, social and other needs of the Republic of Tajikistan on which realization the capability of the state depends to provide protection of constitutional rights of man and citizen, values of society, fundamental state institutes;

- the vital interests - set of requirements on which satisfaction existence and development of the personality, society and state depends;

- safety objects - man and citizen, their rights and freedom, society, its material and cultural wealth, the state, its constitutional system, independence and territorial integrity;

- subjects of safety - the state, citizens, the organizations, irrespective of their form of business;

- safety hazards - set of the conditions, processes and factors interfering realization of the national interests or creating it danger;

- safety - realization of single state policy in the field of safety by means of system of the measures of economic, political, organizational and other nature adequate to threats to the vital interests of man and citizen, society and state;
