About procedure for carrying out reforming of health care system in the Vinnytsia, Dnipropetrovsk, Donetsk regions and the city of Kiev

Article 1. Reforming of health care system

1. The realization purpose in the Vinnytsia, Dnipropetrovsk, Donetsk regions and the city of Kiev of pilot project on reforming of health care system (the dalshepilotny project) is implementation and working off of new organization-legal and financial and economic mechanisms which are directed to increase in efficiency and availability of medical attendance of the population and is necessary for development of health care system of Ukraine.

2. The pilot project on reforming of health care system provides carrying out during 2011-2014 structural and organizational and functional reorganization of system of medical attendance in pilot regions that will give the chance:

increase the level of medical attendance of the population, expand opportunities concerning its availability and quality;

implement new approaches concerning the organization of work of institutions of health care in pilot regions and their financial provision;

increase efficiency of use of the budgetary funds provided for financial provision of health care system in pilot regions.

3. Realization of pilot project provides:

creation based on the network of institutions of health care of the medical care of system of medical attendance structured by types existing in pilot regions by department (or associations) health care institutions which satisfy the needs of the population for primary, secondary, tertiary and emergency medical care;

the organization and ensuring functioning in pilot regions of the centers of primary medical (medical and sanitary) care for population requirements satisfaction in such medical care;

reshaping of institutions of health care of pilot regions which provide secondary (specialized) medical care, taking into account intensity of its provision;
