About modification of some legal acts of Ukraine concerning enhancement of procedure of payments for housing and communal services

The Verkhovna Rada of Ukraine decides:

I. Make changes to such legal acts of Ukraine:

1. Part the seventh article 276 of the Economic code of Ukraine (2003, 144) to state sheets of the Verkhovna Rada of Ukraine to Art. No. No. 18-22, in such edition:

"7. Payment of energy which is released, performed in accordance with the terms of the agreement. The agreement can provide advance payment, planned payments with the subsequent recalculation or payment which is carried out for the cost of the accepted resources".

2. In the Law of Ukraine "About housing and communal services" (Sheets of the Verkhovna Rada of Ukraine, 2004, No. 47, Art. 514; 2009, No. 24, Art. 297; 2010, No. 49, Art. 571):

The third and fourth Article 16 to state 1) to part in such edition:

"3. Utilities are rendered to consumers uninterruptedly, exclusively except for time of breaks on:

1) carrying out repair and scheduled maintenance by the contractor/software producer to the schedule approved with executive bodies of local councils or local public administrations according to regulating documents. The admissible duration of breaks in provision of services, their frequency carrying out testing of thermal networks, the current and capital repairs, reconstruction of objects of housing stock are established by the Cabinet of Ministers of Ukraine based on standards, standard rates, regulations, procedures and service regulations;

2) the interheating period for systems of heating, the decision on the beginning and which termination is accepted by executive bodies of the relevant local councils or local public administrations proceeding from climatic conditions according to rules and other regulating documents;
