proceeding from need of protection of the rights and health of the citizens who were affected by radiation as a result of Chernobyl and other radiation catastrophic crashes and accidents, and also nuclear testing (further - citizens (persons) which were affected by radiation);

understanding that each Party bears the direct responsibility for social protection and health protection of the citizens who were affected by radiation;

recognizing the right of the citizens who were affected by radiation to compensation of damage, material and moral losses;

aiming at coordination of actions for health protection and social protection of the citizens who were affected by radiation;

agreed as follows:

Article 1.

The parties according to the national legal system, having complete independence in questions of social protection of the citizens who were affected by radiation, the problem resolution of protection of their health approve the actions concerning ensuring necessary level of health protection and social protection of these persons.

Article 2.

Within this agreement of the Party according to the national legal system:

develop the principles and criteria by determination of the status of persons which were affected by radiation provide for these persons, and also for members of their families in case of loss of the supporter, mutually agreed levels of their social protection, rehabilitation and health protection;

coordinate approaches to establishment of causal relationship of diseases and disability with effects Chernobyl and other radiation catastrophic crashes and accidents, and also nuclear testing;
