The State Parties of this agreement on behalf of the governments which are hereinafter referred to as with the Parties, understanding that each Party shall perform the guaranteed government public assistance to the citizens having children, proceeding from need of protection of the rights of the citizens having children and living in the territories of the states which signed this agreement agreed as follows.

Article 1

For the purposes of this agreement stated below terms mean:

"citizens" are citizens of the state of one of the Parties, stateless persons and foreign citizens living in the territory of any Party;

"the guaranteed government public assistance to the citizens having children" - appointment and payment of the public social benefits and compensation payments to the citizens having children according to the national legal system of the Party;

"national legal system" - the laws, decrees, resolutions of the supreme bodies of the government, and also the regulatory legal acts in the field of the government public assistance to families with children and the alimony existing in the territory of any of the Parties;

"documents" - the certificate of birth, the reference from the residence, the reference and other documents provided by the national legal system for appointment and payment of social benefits, compensation payments and the alimony;

"established procedure" - the sizes established by the national legal system and conditions of appointment and payment of social benefits and compensation payments to families with children and the alimony.

Article 2

This agreement extends to all payment types of the guaranteed government public assistance to families with children and the alimony which is established or will be accepted by the national legal system.
